What is the status of a Summer Discount Golf Clubs Green when it is replaced with a Winter Green ?

Our Course tends to place winter Ping G15 Driver greens on the fairway in front of the Summer ones albeit to one side, often resulting in over hit balls lying on the summer green, as you have to walk on the Green (anyway) we allow players to putt off them Callaway RAZR Hawk Driver otherwise drop off at npr.

should they be considered a wrong green TaylorMade R11 and a MUST drop off, or is what we doing acceptable as its non qualifying winter golf.
